School Site Council (SSC)

Purpose, Composition and Responsibilities

Every school with a Country District School (CDS) code assigned by the California Department of Education (CDE) shall establish a School Site Council (SSC) as the decision-making council for all programs funded through the Consolidated Application (ConApp). California Education Code 64001(a) requires districts receiving state, federal, and their applicable funding through the Consolidated Application (ConApp) process to ensure that participating schools prepare a School Plan for Student Achievement (SPSA).

The SPSA is a blueprint to improve the academic performance of all students to the level of the targeted performance goals of the Every Student Succeeds Act (ESSA) and the Districts Local Control Accountability Plan (LCAP) Scorecard. Further, the SSC is responsible for developing, revising, and adopting the comprehensive school safety plan and the SPSA with its proposed expenditure of all categorical funds.

In addition, the SSC must ensure that a school meets all federal parental involvement mandates, specifically, the development and approval of the school-level Title I Parent and Family Engagement Policy, the Title I School-Parent Compact, and the Title I parent and family engagement budget.

School-Parent Compact for Achievement 2022-2023

A school-parent Compact for Achievement is an agreement that parents, students and teachers develop together. The Avalon Gardens School community firmly believes that all children can and will achieve when there is a collaborative effort between parents, students and staff.

 

The parents and staff of Avalon Gardens Elementary School developed this School-Parent Compact for Achievement. The Compact was approved by the English Language Advisory Committee and School Site Council. Meetings are held each year to review the Compact and make changes based on student needs.

 

Chairperson

  • Preside at all meetings
  • Sign all letters, reports, and other communications of the council.
  • Perform all duties relevant to the office of the Chairperson
  • Participate in the planning of the agenda
  • Have other such duties as are prescribed by the council.

Vice-chairperson

  • Represent the Chairperson in assigned duties.
  • Substitute for the Chairperson in his or her absence
  • Participate in planning of the agenda

Secretary

  • Conduct roll call to establish a quorum
  • Keep minutes of all regular and additional meetings of the council
  • Provide the signed and dated original meeting minutes to the principal or designee
  • Assist in keeping the records of the council
  • Maintain a current roster of the council members
  • Participate in the planning of the agenda

parliamentarian

  • Assist the chairperson in ensuring all rules and bylaws are followed
  • Vote on any matter submitted for a vote
  • Be knowledgeable about the California Open Meeting Law (Greene Act), District policies, bylaws of the council/committee, selected parliamentary procedures
  • Participate in the planning of the agenda
